Workaround: you can still copy & paste the values, so this form should be fine for electronic submission. If you are printing and mailing the form, you can highlight the whole row and copy (ctrl/cmd-c) and paste (ctrl/cmd-v) into a text editor, then use a pen to write the values in on the printed document.
