Support tax form download for high volume users

Users Feature Request:
- As a user, I am a high volume users with annual transactions at or over 10,000+. I should be able to export my entire transactions history within the tax center.
- High volume user reports prolonged loading times when generating their transaction CSV via the tax center as well as the inability to generate tax forms (i.e. 8949) via the tax center.
- The tax center transaction history CSV exports a users entire transaction history not just the specified tax year. Users with various years of high volume transactions may see a degraded experience. We recommend users use the following guide to filter by specific tax years and download a filtered CSV to break up the CSVs and allow our system to process the request.

Unable to generate tax form due to stuck or prolonged exchange sync

As a user, I want to generate my 8949 tax form, transaction history CSV, or other tax forms to prepare to file my taxes. I have an exchange that is failing, stuck or in the process of syncing. I would expect to be able to generate my tax forms when syncing and cost basis computations are not active.
Users report the inability to generate their 8949 tax forms, transaction history CSV while being able to generate some other tax forms. Users affected have outdated, un-synced or syncing exchanges or wallets that are affecting tax computations resulting in failed tax report generation.
We have escalated this behavior to our engineering team, we will update this post once a fix is deployed.
