What is being requested?
Provide reliable generation of Form 8949 Attachment Pages PDFs for users that have attachment pages. Also provide proper messaging for users who do not have attachment pages as currently an empty PDF generates and prompts that it is unable to be opened.
Why is this needed?
Currently, some generated PDFs may be empty instead of just not generating

Form 8949 attachment PDFs now generate for all users, including cases where totals show $0.00.
