Password reset from account settings page not triggering email

What is the issue?
The password reset flow from the login page works as expected, but the reset flow triggered from the account settings page does not behave correctly. The email containing the passcode is not being sent.
Who is affected?
Users who trigger password reset from the account settings page are affected.
What is the workaround?
Use the password reset flow from the login page.
